[Must-read] Guideline for KIR Candidates

A big thank you to all those interested in the Klaytn Improvement Reserve!

We are providing guidelines so that proposers and reviewers have a clear understanding of the proposals to provide maximum support for the projects.

Please refer to the guidelines before proceeding with the KIR proposal.

KIR Process

Since March 2022, KIR has been reviewing the submitted proposals on a regular basis. See below for the details of the schedule.

1. Application: At any time (Applications submitted after the 1st day of the month will be reviewed the following month)
2. Initial Review: From the 1st day to the 15th day of the month
3. Final Review: From the 16th day to the 30th day of the month
4. Next steps after the final review:
   • KYC/AML, wallet verification, negotiation of KLAY payment terms, KLAY disbursement

How to submit KIR Proposal

You can submit your proposal according to the form provided by Klaytn. The procedure consists of two steps: (1) Writing the proposal → (2) Submitting the survey

1. Writing the proposal

• Download and fill out the proposal. Please find the form below:

• Proposal must be prepared based on facts; false or exaggerated claims may result in disadvantages during the KIR review.
• The proposal will be disclosed on the KIR Forum.

2. Submitting the survey

• Fill in the survey together with the attached proposal (PDF).

• Main survey items
  • Consent to share personal information (Refusal to provide consent will restrict further participation in the KIR)
  • Personal information of the proposers - Name, Email (For providing guidance on the KIR process)
  • Wallet address for KLAY funding
• Contents of the survey other than your KIR Proposal will not be disclosed.
  
  
  
  

How to submit Progress Reports (If passed)

• The Progress Report is a part of the KIR review process. Proposers must submit progress reports in order to demonstrate to the reviewers that they are following through the required activities after the receipt of the KLAY funding. Based on the report, reviewers will determine whether the commitments in the proposal have been implemented in good faith and monitor possible occurrences of any problems.
• If, during any phase of the project, it is determined through the Progress Reports that there is a critical problem with the proposal, KLAY funding will be stopped.
• Progress Report has a specific template, and within in, you are at liberty to fill it out however you want. You can add items, as well.

Attention:

• Please submit all documents in in English.

• Please indicate the proposed budget in USD($). KLAY funding will be provided in USD($).

• Please fill out both the milestone and proposed budget every two months. KLAY funding will be executed according to schedule (milestone/budget)

• The value of KLAYs will be calculated as the average of the closing price of Coinmarketcap during one week prior to the KLAY funding.

• When proposing the budget, just refer to the price for a typical exchange. If the prices are calculated unrealistically, the proposal may not pass.

• **KYC/AML process is required to be eligible to receive KLAY funding **.

• KLAY funding will be paid in installments. After the initial funding, you are required to submit Progress Reports to receive the remainder.

• As part of the review, reviewers may ask the proposers regarding the proposal in the forum. Please give honest answers. All of these measures serve to help understand the proposal (or the Progress Reports).

• Please make the proposal as specific as possible.

• Proposers should join the KIR forum to participate in the KIR process after having submitted the proposals

KIR 절차

4. 최종 리뷰 통과 후 절차:
   • KYC/AML, 지갑 인증, KLAY payment 협의, KLAY 지급

관련 진행 상황은 접수 후, Final Review 진행 전, 후에 메일로 안내드릴 예정이오니 참고 부탁드립니다.

제안서 제출방법

제안서는 Klaytn에서 지정한 양식에 맞추어 제출하셔야 합니다. 크게 3단계로 1) 제안서 작성, 2) 설문(지원서) 작성으로 이루어집니다.

1. 제안서 작성

• 하기 제안서 양식을 다운받아, 작성해주시기 바랍니다.

• 제안서는 반드시 사실에 근거해야하며, 거짓 또는 과장된 내용이 있을 시 KIR심사간 불이익을 받을 수 있습니다.
• 해당 제안서는 KIR Forum에 공개됩니다. 이점 확인하여 작성해주시기 바랍니다.
  
  

2. 설문(지원서) 제출

• 설문 작성 및 제안서 첨부를 합니다.

  • 개인정보 제공 동의 (동의하지 않을시 KIR 참가 불가합니다. )
  • 제안자의 개인정보 - 이름, 이메일 (KIR 절차 안내에 이용됩니다. )
  • KLAY funding을 위한 지갑 주소
  • KIR 제안서
    *발표와 관련된 자료, 제안서 외 다른 정보는 포럼에 공개되지 않습니다. .

Progress Report 제출 (KIR 통과 시,)

• Progress Reports는 KIR심사 과정중 하나입니다. 제안자는 반드시 Progress Report를 작성해야합니다. 이를 통해, KIR심사자는 진행사항을 파악하여, KLAY Funding 지속여부를 결정할 수 있습니다.
• 만약 Progress Report에 현저한 문제가 있다고 판단되는 경우, KLAY Funding은 중단됩니다.
• Progress Report 역시 양식에 맞추어 작성합니다. 양식내에서는 자유롭게 작성가능합니다. (분량 등 제한 없으며, 희망시 항목을 추가하는 것도 가능합니다. )

:주의사항 :

• 모든 내용은 영어로 작성해주셔야 합니다. :
• 예산은 USD 기준으로 작성해야 합니다. KLAY funding USD를 기준으로 제공됩니다. .
• KLAY funding은 Coinmarketcap 의 (지급일자를 기준) 전 1주일간의 종가로 계산됩니다.
• **예산 작성 시, 불합리한 기준으로 작성할 시에는 제안서 통과가 어렵습니다.
• KLAY funding전, KYC/AML 절차는 필수적 입니다 .
• KLAY funding은 분할하여 지급됩니다. 최초 지급 이후, **Progress Report 제출은 필수적이며, 이를 통해 KLAY funding이 유지됩니다.
• 심사 과정으로서, 심사자는 포럼을 통하여 지속적으로 제안자에게 질문을 할 수 있습니다. 제안자는 이에 성실히 답변을 해야 합니다. 이 모든 과정은 제안(Progress Report)을 정확히 이해하고 지원을 극대화하기 위함이오니 이해 부탁드립니다.
